Harmless double cursor ? Remove it?

My computer displays a double cursor that looks like I|| (a capital I with two straight lines twice as long as the capital I ). It doesn't seem to be harmful just annoying. How can I change this; is it malware? I'm running Norton Internet Security, also WIN XP Home.

Probably a separate issue but I thought the double cursor was only in IE and as I am unable to open pdf files in IE7, I uninstalled IE7 but cursor remains double in IE6 and MS office.

Note the cursor is a single arrowhead on desktop, within control panel and other programs. The double cursor appears limited to IE and MS Office.

Your thoughts are appreciated.
