Having trouble shutting down computer

When I try to shut down computer I sometimes get a blue screen and the computer just restarts or it just restarts without the blue screen. I can't just shut it down. This happened right after I installed a program called "picture package". When I try to uninstall "Picture package" I get an error saying "install shield setup launcher has stopped working." Please let me know where to look for the problem.

The stop code on the blue screen read the following:

0x0000000a, 0x000000B0, 0x000000002, 0x00000000, 0x81c0c125)

For some reason I dont have any restore points before the software was installed.

 

Sounds like the programme you are uninstalling has "issues" download Revo, this will uninstall anything! Then reboot & run CCLEANER, GOOD LUCK.

I downloaded Revo and even that won't uninstall this program. I get an error from windows saying "installshield setup wizard has stopped working" I have windows vista by the way. I think this has something to do with it because I installed an older cd which is what I am trying to uninstall now. It is wreaking havoc with my system. I can't shut down unless I do it manually.
