Having Trouble With Files And Folders. [write Permission]

I can't seem to change the folders or files permanently.
They always change back to read only.
I gave myself and every other user full permission on the folder and even the drive.
Restarted and it reverts back.
I'm running WIN-10.
I've been trying for a few hours now and nothing that i've seen on either this forum or youtube helped.
Are there any software that forces complete permission?
