HD help

i kinda need help with my Western Digital hard drive i am haveing problems formatting it keeps saying unable to complete format what do's this mean any one no for now i am useing my cd Window Boot disk so i do not have a hd in my computer i am using my custom disk to use for windows that lets me use windows with out a hd.And do's any one have an idea that would let me fully format my drive.my computer still read the hard drive but will not let me format


I would like help with this.
