HD's Keeps changing names ?

I have recently added an additional Maxtor HD to my computer and everything went well.........except for one problem that is begging to irritate me. The computer (Gigabyte 7N400-L, Athlon 3200+, XPproSP2) has nominally labelled the drives C and E but which ever drive I use to boot up becomes C.......and the other one E. And vice versa.
How can I give each drive a permanent label of C and E regardless of which drive I use to boot up ?
