help again

you guys were great help last time so I'm hoping someone can help me now.
I been using outlook express for several years and I have windows XP computer. all the sudden now when I click on outlook expess I get a pop up message that says:

"outlook express could not be started. The application was unable to create the internet account manager. Your computer may be out of memory or your disk is full. Contact microsoft support for futher assistance (0x800705AA)"
THEN when I click ok another box pops up that says:
"Outlook express could not be started because MSOE.DLL could not be initialized. Out look express may not be installed correctly"

I know I have enough space and memory and I know it was installed right it has ran for 2 yrs. and I can get in it if I restart my PC every time. if not it gives me those messages.
please help

 

Hello

Run first Scandisk, then Defrag and see if OE works - if it doesn't
you can try the XP Recovery tool (as described here )
