HELP! cannot download exe files

Hi,
i recently did a system and registry clean and things aren't what they used to be.
i have tried to download repairs from the net but when i click on the exe. link nothing happens, the address appears in the window at the bottom of the screen for a few seconds then disappears.

See if this solves it.

1. Quit all programs that are running.
2. Click Start, and then click Run.
3. Type regsvr32 urlmon.dll, and then click OK.
4. When you receive the "DllRegisterServer in urlmon.dll succeeded" message, click OK.
5. Try the download link again.
