Help creating bootable disk

hello everyone, i need help creating a bootable disk. I ask this because i have no idea even where to start from. am currently on google trying to learn more about it. but if you can help pls these are the instructions:

create a DOS utility disc. make sure that you include some very important DOS external commands. particularly FDISK.EXE, CKDSK, EDIT, XCOPY, FORMAT.COM. Make sure that the disk is bootable, and include batch files that will automate the uses of these utilities as well as adding your own utilities.

bootdisk.com should have the disk you want. Instructions on how to put the downloaded file on a floppy are on the site.
