Help?/dll files linked to missing dll file

A friend of mine has error messages popping up and have
been he informs me : for months

I am downloading AdAware and will download AVG for him
.....on DialUP!
OS:WIN ME
AMD-K7
128MB
p.s. Running AOL.......BUMMER! and he is using their browser..

PSAPI.DLL file is linked to missing export NTDLL.DLL

MSIEXE C.EXE is linked to missing export MSI.DLL:222

I am in the process of cleaning this puter up... he doesn't
remember when the error msgs began or what he was doing
when they popped up....but the error boxes will not be closed
they remain on the screen or in the tray....
Brain is fried right this minute so I can't put 2=2 together...
Any easy answers?
It's a mess, think I have him talked into cable and will install
all the necessary updates.

Yes I ranted and raved about AOL

I've done all the work....to no avail....IT'S TRASHED!
Am just going to clean install ....Best thing for it.
