Help please Im stuck

Hi all . when I turn on my system it flashes the very first power on Phoenix systems screen and gets as far as testing mem... and stops for 3-4 minutes before continuing very slowly to the xp splash screen where it reboots ,repeats the above but continues to load normally albeit slowly. I am quite good with the operating system type problems but this happens before the computer looks for an operating system so im flumaxed . below is a system sumary
