Here is the page of drivers
    http://downloads.dell.com/Pages/Drivers/vostro-2520.html
If you do not have another computer then you need to get a friend to download the correct Chipset driver, correct Network driver, put them on a USB stick and put the stick into your laptop.
Move the drivers from the stick onto your computer desktop to install.

Did you buy the laptop new from Dell? If you did, it's still under warranty.

Dell ships their products "Plug and Play" right from the box. The fact that you cannot access CDs or DVDs with the burner indicates major problems because the burner works from BIOS and not the Operating System. The laptop should be replaced.

If you bought it used or refurbished, contact the seller and get your money back.

So you can't use the USB ports and the optical drive is not usable.
In order to get something on the laptop drive since you can't use anything on the laptop, would be to remove the hd from the laptop, attach it by USB cables to your desktop by an adapter and move the files you need onto the laptop hard drive.

You have multiple problems with this laptop. As I stated in my previous post, if you bought it new from Dell, it's still under warranty and Dell should replace it.
