First it sounds like your problem is your windows structure is messed up, I believe this because you cant find a dynamic link library, so to fix this if you have your windows XP cd which I don’t know if you have it has to be the actual XP cd not a “Restore CD” you wont get the option im going to tell you to try. Put the XP cd in the cd drive then start your computer and boot from your cd drive, then when windows asks you what you want to do choose repair a copy of windows or something like that (not sure what its actually called) this will “rebuild” the physical windows structure and more importantly put in clean dynamic link libraries which should allow your computer to boot. Im assuming you have XP but if you have another version of windows the process is very similar.

Ok another thought, after actually sleeping last night i realized that booting into safe mode probably wont work either, but there is another way. What you need to do is to get a live Linux cd (these can be downloaded for free online), what this will do is it will run Linux off of your cd drive. The advantage here is Linux can see your windows drive. Then you take the BROWSEUI.dll file and put it on a jump drive if you have one. Then you boot off the cd (once again this is computer specific) and then you take the BROWSEUI.dll file and replace it with the missing / corrupted file in your windows system 32 folder. This does not require you to actually install Linux to your computer, it just uses it to help "jump start" windows so to say. If you want to post what kind of computer and the model number ill be more than happy to look and see how you boot from your cd drive. Ok here is a link to download Mepis (pick a .iso, and one that will fit on either a cd or a dvd your choice depending on what you have): ftp://ftp.wustl.edu/pub/linux/distributions/mepis i would recomend SimplyMEPIS_6.0-rc1_i386.iso its toward the bottom of the page, downloading it could take a little while depending on your connection speed. If you have a really slow connection speed you can order a cd from them for a small fee.
