Help Screen Blank after power surge

    How do I get my computer back. We had a power surge I then used a generator and plugged in my computer. Then it went blank.

    Also I did a restore and used the R for repair. Now it brought back windows for me. But my problem now is my files are there but will not open for my programs. Do I need to reinstall my programs now? Will it then bring back my files I had. Such as my business files for Quicken the files I had before?
