Help w/ compatibility issues

Hi,
I tried to install a external hardrive on my pc and every time I try to use it, it runs very slow.I also installed a usb 2.0 card after installing the external hardrive thinking it would speed it up because it kept telling me that it was running at a slower speed due to not having the 2.0.So I need to know if my motherboard is compatible with both of these devices.
