Help With "err_bad_ssl_client_auth_cert"

    I am trying to download this non-restricted manual:

    From this site: https://armypubs.army.mil/ProductMaps/PubForm/ATP.aspx (about halfway down, ATP 3-39.35)

    I keep getting this message:
    This site can’t provide a secure connection
    certificate.us.army.mil didn’t accept your login certificate, or one may not have been provided.
    Try contacting the system admin.
    ERR_BAD_SSL_CLIENT_AUTH_CERT​

    I'm using an HP laptop, Win 8.1, Chrome browser, AVG, Malwarebytes.

    This is apparently a common problem with the army publication site but I can't get around it. IIRC, when I was using Firefox I had the option to proceed at my own risk. Any ideas?

    Palemoon gives the same certificate warning, even when I allow an exception, it won't download but shoots up another error.
    Internet Explorer 11 allows me to go and the url after I say okay to the bad certificate, the bar changes to red but when I click the download link I get "This page can't be displayed".

    I think you are out of luck until they get the problems with the pages fixed.

    Really? I can!

    The Social Security website: July 2016 they decided to get in you needed a code sent via text message. I gave up thoughts of using the site again even though I had a username, password and 3 secret questions already set up.
    In August, they scrapped the text message idea. Perhaps they discovered that people using the SS site were older and might not know a thing about text messages, particularly if they don't own a smart phone. (We did and since we have no children, grand-children, etc. we saw no need to update our dumb phones we've had for years.)
