help with microsoft excel

i was hoping someone could help with this excel spreadsheet. i split it into 2 screen shots since its a rather large worksheet. what im trying to do is create a template so that i can cut and paste large portions of information from one worksheet into this one, and have all the formulas be able to read it and what not. in this case, b5 through L48 is the data that i have pasted. the formula in column A reads as: =IF(MID(C5,1,6)="CHARGE",MID(B5,15,3),""). basically means that if the box in column C starts with "charge" then the box in column A should copy the third grouping of digits from column B, ie F17, 417.



the second grouping of digits in column B tells what division of the office that money is from. D is for design, E is for environment, B is for bridge and etc. what we need to do is subtotal the expenditures, committements, total cost budget, and the balance for each division without having to add an extra line after each time we paste a new batch of info. the subtotals need to go in the bottom summary. previously, this had been in cell d53, =SUMIF($O$5:$O48,"B",D$548). but it always gives me a $0.00 return.



how can i make subtotals for each division without having to add in an extra line?
