Help with mini dvd-r to dvd

Looking for some help with video copying. Trying to copy from mini dvd-r to anywhere, hopefully to a dvd. called tech support was told need a program that loaded it into the computer first. Not quite sure what he ment he was hard to understand. Was told when I recorded to a dvd-r it became a read only. Here are the type of files they became.
IFO, BUP, VOB.
The video is a VOB file. First time making copies for this camera so any help is appreciated.

Surprised no one with more experience has answered this post. I've never worked with a mini DVD disc.

IFO, BUP and VOB files are standard DVD files. If these are the types of files on the mini-DVD then you just want to copy them to HD and use a burning software like ImgBurn to put them on a standard size DVD.

If you put the mini-DVD in your DVD drive on your computer and explore the drive what do you see. Hopefully a Audio_TS and a Video_TS folder or a list of the above files? You want to copy the files to a new folder on your HD and them burn them using "Write Image file to disc".
