Setup is used to reinstall windows from a Windows setup disk. I do not think that is what msdoshelp! is trying to do. But I'm not exactly sure what the goal is. If msdoshelp! is trying to install Win98 on the PC a startup disk is not going to help.

If you have a valid Win98 installation on the hard disk you should just boot to it. Have you tried booting to the hard disk?

If you boot from a floppy and then want to run windows, you can type just win
If that does not work, try c:\windows\win

If you are trying to repair the system, perhaps you need to run sfc

Don't you have a Windows CD!
