Make sure the drives (all drives: floppy/CD/hard drive) are connected correctly; both the data and power cables. Make sure the RAM is seated correctly. Make sure the power supply is connected to the motherboard correctly: most (if not all) newer motherboards have 2 power connections, some have three. If you have any PCI cards (modem/sound card/ethernet card) make sure they are plugged all the way in. Reset the CMOS/BIOS to factory defaults. There's a jumper on the motherboard, usually near the flat round battery. It should be on pins 1 & 2; with the power cord unplugged move it to pins 2 & 3 for a minute or two, then move it back. When the PC is powered on again, you will need to set the date and time but set NOTHING else and try to restart. If none of the above works, please supply your PC/motherboard make and model along with any other details about what was done to the PC and we'll try to help.

(note: unplug the power cord EVERY TIME before you open the case!)
