Hmmmm, this is new...

I just reformatted my comp and got mostly everything back to normal. I have noticed one annoying difference, though. You know how when you click an icon and a dotted line thing boxes the words on the icon? It is more apparent if you left-click the desktop, because then the blue highlighting goes away. Well, this is gone now, and I want it back. I am doubly comnfused because I have reformatted before and on other XP machines and this has never happened before.

Not sure what you mean, but try this

Open Control Panel -> System Properties -> Advanced-tab -> Settings-button in Performance-section -> Uncheck "Use drop shadows for icon labels on the desktop".

 

That wasn't it. If you click an icon, it gets highlighted in blue. Around this blue there is a small black dotted line outlining the blue. A similar effect is on buttons.
