   Had a homemade tape/movie about a dog emailed me.
   Can't open it, message states "no program association with it for performing (opening?) and to create an association in the Folder Options control panel."
   Went to folder options. Lots of options. How/what now? Now I am still stumped.

   You need to post what the 3 letter extension on the file is.
   Are you sure it is from a trusted source? Ask them before you try to open it, if they sent you a movie.
   (I just had an email today from a trusted source which I'm sure was not from her; her email was hacked and a link probably to a site hosting malware was emailed to everyone in her address book).
