Normally the CPU fan goes on and off as CPU heats up. Noticed that it was not running at all and thought the fan had gone bad. Went into BIOS to check the setting of the fan and while on the BIOS screen fan ran at high speed the whole time. When I reboot the fan runs until the Windows flash screen appears then stops. Is there something in Windows that could be shutting off the fan?

I have a Toshiba Satellite P105 running Windows XP Pro Sp2.

It could be the result of some 3rd party power saving tool.
Check your power options and see if you can find anything.
Here's an example from the sony vaio.

Looked around in the Power Management Counsel. Looks like the picture you sent except for the vaio stuff. I have the power profile set for a portable. Toshiba doesn't seem to have anything for power management like the Vaio that I can find. Any other thoughts?

    Thanks

Toshiba uses their own power scheme. Look in control panel and see if you can spot a Toshiba power applet. If not, search and see if you an find anything for Toshiba power.
