How can I change the OS window and pop-up messages?

I really want to super personalize my PC's whole system, anywhere and everywhere, to my own tastes, to satisfy silly little whims and humors... Like when the scandisk window comes up.. I'd like to change "Select the drive(s) you want to check for errors", to, "Do you want to scrape the frost off the pumpkin?" And when Defrag comes up, I want it to say "Do you want to shuffle the deck?" or "Do you want to sort the drawers?".. or to anything I feel like changing it to...

Can I get into the meat of the OS to change those operating system messages and pop-ups?..
