How do I fix cmd stop popping every time I restart my laptop?

Open Task Manager and see it for all users. See what is running and end it. Write it down so you know what to look at for the next step.
Then go into what is running at startup (running msconfig then startup tab) and uncheck cmd prompt there.

 

Check under Settings>Accounts>Log in to see if Restart Apps is ticked.
I turned this on & on startup I noticed a cmd prompt screen flash onscreen then disappear. Unticking this removed that.

 

I don't see cmd prompt.

 

It is off.
