   He who is S Private E-2

   And by this, I mean the translucent rectangle thing around the word "Recycle Bin" seen below. I'm running Windows XP Home and I have tried turning it off through the Control Panel > System > Advanced Tab > Performance > Settings way. The box is unchecked (unless I unchecked the wrong box), but the translucent rectangle is still there.
