   I just picked up a used computer and the taskbar/start-up menu is vertical on the right side of the screen.
   
   How do I change it so that it's horizontal at the bottom of the screen, like I'm used to?

   You should be able to left click on a blank area on the taskbar and drag it down to the bottom.
   
   You might want to right click on it first and make sure the 'Lock the Taskbar' is not checked.
