How do I re-install mmc.exe in XP Pro (if I can)?

I don't what happened but since March everytime I tried to open services or device manager or any mmc component, I get this message "Failed to create empty document."

I checked microsoft.com and they spoke of creating a new TEMP folder for the TEMP/TMP variables in the environment variables. Unfortunately, nothing happened, still the same problem.

I've also tried restoring to an earlier date, still nothing happened. At the same time, I could no longer access february restore points. I'm hoping there is someway I could reinstall mmc.exe before I go to extreme reinstall of OS/Softwares/Drivers/etc...

Furthermore, if mmc.exe can't be re-installed in WinXP Pro SP2, how can mmc.exe be fixed or anything close to try fixing it. Given, of course, that everytime I open an mmc.exe component, I get this popup, "Failed to create empty document."

 

Have you tried a System File Check?
Start Run type in 'sfc /scannow' without the quotemarks.
Checks all system files and restores any corrupted - have your XP CD ready if it tells you that mmc.exe needs replacing

I just finished the scan. The file check did not detect any problem so I wasn't prompted any replacement, especially for mmc.exe. The popup remains.

after the first attempt, i did an sfc /purgecache and did another sfc /scannow then reboot my notebook. well, guess what, mmc's back!
