How Do U Make It Slower?!?

So I've yet again cum to my trusty neighboorhood major geeks squad to get your thoughts on this and hopefully I learn something in the process. :drool :clap

THREE questions: :banghead

1. How do I take an AVI or MPEG and watch it at slower speeds or faster speeds. To capture the frames anytime I want to convert to a pic. I tried using the latest version of window media player and there IS a setting for it to slow down or speed up but it doesn't do it by itself ...you have to inch the slider for each frame. I'm looking for something that will continue the flow of the video just in a slower rate or faster ??

2. How Do I find a program that will let me capture frames in a video and convert it to pics? And then how do I make it into an icon file?

3. Where can I find a FREE (cuz I'm broke as a joke) photoshop type thingie? Sumthin that let's me make my own animated pix for my website. I see beautiful glittery animated and personalized pix on myspace! How do I make an animated icon or avatar? I like to take pictures so what's a good program for editing?
