How do you create a PDF form that other uses can use to input content?

I am just now starting out with this. This will be the first time I have done this. I am a C# programmer but I have started a new job.

The previous person -- the person I replaced --was in charge of putting content on the web. This content involved a process where users would run an online wizard and in the end, the information he entered, would be put into a PDF file and it would be presented to the user.

Now, here is where my question comes in. A new PDF to replect the one that was being used has been given to me. I have been instructed to put it online. But it does not work. I have found that the person I replaced did something to the file to make some content editable, like a form to fill out. How is this done?

Creating a form is easiest by using Adobe Forms Central (comes with Acrobat).

If the form fields are not fillable, you should use Acrobat to Reader-enable it.

Note that all of this may not work if users use Firefox 19 with the PDF.js add-on.

and maybe something extra to add to this: it will be paid acrobat software. Because most of the users want this to be done with some free tools, but none exist with this functionallity as far as i know
