How Through Is The Windows 10 Remove Everything. Can Data Be Recovered

How through is the windows 10 remove everything and reinstall the OS. Is this as safe as using Dban ?

You need to explain more clearly what you are actually talking about and what you want to do. If you are talking about a 'Reset' and choosing to remove everything, then no it is not the same as formatting the hard drive and then installing windows afresh. And no it is not the same as using Darik's Boot and Nuke. If you need to use something like Dban then you either want to give away/sell/ throw away a hard drive and don't want any risk of anyone ever recovering data on it.
Reset is pretty good but it is not that.
