This is the link to "Get help with a forgotten password and other problems signing in"
    https://account.live.com/resetpassword.aspx

(they try to get you to use their FAQs first, before creating a new forum thread... just like here, and i'm fine with that. it just seems like an infinite loop)

This doesn't help, so I go to the bottom, where it says

Need more help? Search the Windows Live ID forums for a solution to your problem.
    http://windowslivehelp.com/

Under "Forums," I select "Sign in, Sign up, and Account Security"
    http://windowslivehelp.com/forums.aspx?forumid=d3fda415-1e53-4007-8e0c-2a77180ffb1d

I finally get to a forum, and I can see other people's threads... but I can't see ANY option to create one of my own.

ETA: I've found this Help topic, which talks about the process to start a new thread, but I'm just not seeing what they're saying is there (maybe Hotmail/Livemail has changed since the tutorial was created). I've tried this in three different browsers (Chrome, MSIE, and Firefox), but still can't see where I start a new thread. Obviously other people can do it...
