How to automatically switch between two manually configured wifi networks

    I have a laptop that moves between two networks that do not use DHCP.
    It is running Windows 7.
    How can I configure the laptop such that

    Code:
    if network1.signalstrength > network2.signalstrength
    then load network1.settings
    if network2.signalstrength > network1.signalstrength
    then load network2.settings
    
    so that the networks do not need to be manually reconfigured by myself every time?
    I do not want to change router configuration.

    You could try adding a second ip/subnet using the following process.

    Start > Network and Internet > Network and Sharing Center > Change adapter settings

    right-click adapter (e.g. Local Area Connection) and select Properties.

    select Internet Protocol Version 4 (TCP/IPv4) and click the properties button.

    click the advanced button (TCP/IPv4 properties window).

    click the add button on the IP settings tab.

    Enter the IP information and subnet mask and click Add.
