how to delete this file

i cancelled a file on kazza lite now the file in my downloads folder will not delete to the recycle bin .
i have restarted my comp and tryed to cut and paste it to the bin still with no joy i'm i missing something . please help.

it is a list of numbers with .dat on the end.
the message is another programe is using it.

 

i have shut down any running prog's but still not deleting.

Have you tried to delete that file in safe mode ?

Is someone trying to upload the file? I've had that happen.

 

From my experience w/ Kazaa those .dat files are downloads that you started that never completed. Those .dat files can sometimes reconnect you to a file you where dling during a previous session. To get rid of them, open Kazaa and click the 'Traffic' tab. Once there look for any unresolved downloads or possible uploads and select 'cancel all downloads'...
