In Windows XP Pro (and maybe other versions), the computer can be turned off without anyone logged in.

I want to disable the computer from being turned off unless done so by a logged in user. This would keep "unauthorized" users from shutting down a machine (barring ripping the plug out of the wall...).

...And most importantly keeping my 3 year old from shutting down my print server.

This "feature" seems like a pretty big flaw...

These instructions are for Windows 2000, but I believe they are identical in XP Pro.

First, open Group Policy (Start --> Run --> "gpedit.msc"). In the left pane, browse to Computer Configuration\Windows Settings\Security Settings\Local Policies\Security Options. In the right pane, find "Allow system to be shut down without having to log on". Double-click the setting and change the policy to "Disable". You will need to restart to put the change into effect.

You can also control power button behavior with your system BIOS and with Power Options in the Control Panel, but I'm not sure how Power Options work in XP and I seem to remember those being different.

As far as the reset switch, the best way to disable that is to disconnect it from the motherboard entirely.
