How To: Fix “Windows Installer Service Could NOT Be Accessed” Error In Windows 7 x64

    Hello Majorgeeks,
    I was wondering if anyone in this forum has successfully fixed the "Windows Installer Service Could NOT Be Accessed” Error In Windows 7 Pro x64.
    I cannot install any new programs, including the 2012 version of my antivirus nor anything else with an .msi extension. Some windows updates succeed and others fail. I've checked the computer for malware and viruses and all checks come clean up to this point.

    I've researched the issue extensively (I've been trying to resolve this issue for three days straight full time) and I have tried the solutions posted at these sites with no results:

    I have even renamed the installer files and dlls and replaced them with new ones from a working windows 7 computer, -- as suggested in this thread:

    -- but still no resolution.


    I guess (not sure) the issue started after I recovered from a failed update to windows 7 SP1. That was a tough blue screen error and I remember I recovered by replacing some system files. These are the system files in windows/system32/config that I replaced to get the computer to boot again after the failed update to SP1 and blue screen error:
    DEFAULT SECURITY SOFTWARE SYSTEM SAM

    Does this have anything to do with the broken installer or is it unrelated?

    I was wondering if the experienced people in this forum have dealt with this issue and can recommend a solution (pretty please).

    I'd like to be able to install new programs on my machine and I don't feel comfortable reading email and using my browser without an installed and working antivirus -- so I am stuck at work under a deadline... (bla bla please help!).

    I'd really appreciate all your suggestions.

    Can you try the following:

    http://img51.imageshack.us/img51/9017/regedit.gif Copy the bold text below to Notepad. Save it as fixme.reg to your desktop. Be sure the "Save as" type is set to "All files" Once you have saved it double click it and allow it to merge with the registry.
    Make sure that you tell me if you receive a success message about adding the above
    to the registry. If you do not get a success message, it definitely did not work.

    If it was successful, reboot PC and see if MSI installs work now.

    Yes I did with that registry key and the service is currently set to manual, ie start=3 and WOW64=0.
    I also checked in services and the service is on manual and it started. I can start and stop it, change the registry key, verify the path etc. restart it, but no success yet
    What else can it be? Can there be an issue with the RPCSS service that depends on the windows installer? How would I go about checking that?
    I've changed the ownership of the service from regedit (right click etc) but I cannot still modify the RPCSS service

    the issue mysteriously resolved itself after I run
    sfc /scannow
    inside a command window

    it was really powerful. Now I can install programs, run updates and it also fixed my broken windows media player

    Posting just in case other people run into this issue.
    The links in my first post are also super useful in case others run into this really annoying problem

    It downloaded 1 window update and then gave me error code 641. Do you know what that means or where to find out. I am a complete novice but the instructions were excellent.

    Don't know what happened. I copied the entire script into Notebook, saved as all files to desktop, doubleclkd on it and nothing happened. I went back and saved the file without the Reg4 wording and doubleclicked. Nothing happened. I don't know how to get it to merge to the registry. cfry69@charter.net I am running Windows 7, 64 bit. My Windows Installer is corrupt. Everytime I try to uninstall something it tells me I need a disc.
