How to fix 'invalid page fault'

I have a problem with the Orbiter simulator that runs ok on a laptop with xp and my old box, but not on my new box with win98se and the nvidea pci express. I can run the Orbiter settings and scenerios dialog, but when I try to run a scenerio, I get a blank screen, then back to the desktop. If I run it in a window, a dialog box pops up and when I click the details button, I get 'invalid page fault' and a problem with D3DIM700.dll. I did a windows support search and found that the .dll file is needed to help with the 3d graphics and that a page fault is usually a ram memory problem. I am using 1 gig of ram. I have no problem running other programs. I upgraded driect x to 9.0 when I installed vice city. Do I need a newer version of the .dll file?
