How to know if you have false bottlenecking

While I'm here I have another question.

I finally got round to buying myself a new video card after over a year of getting enoug money only to have my car die or have bills to pay etc etc.
Done lots of research and settled on a Sapphire HD 4890 Vapor X 2gb.
Only managed to find this card in Hong Kong on ebay lol but it seemed to have move guts for my price range than others such as the 5770 which are the same price. Anyway, I think I'm going to be happy with this card for now.

Something I've been wondering is, I know the 4890 is very OC'able although I'm not that interested in OC'ing unless I feel the need.
I also think that OC'ing it will result in my CPU bottlenecking the card, I actually think without OC'ing it the CPU will still BN it.
CPU is an AMD x2 6000 and I currently have 2gb of 667 ram.

So how will or how can I know if the card is being BN'd by the rest of my system?
Is there some form of software to tell me or another way?

Running XP 32 bit.

Ok been reading up on this and thought I would post my findings:

A: To see if some here agree
And
B: To add to the knowledge base of the forum.

Aparently the easiest (and one of the only ) ways to test this is to run a prog like fraps, turn a game down to min settings.
Note the FPS.

Turn settings to high.

Note FPS.

If FPS does not go down then the CPU is bottlenecking the GPU.
If the FPS does go down then it is not or possibly GPU bottlenecking the CPU (this would definitely not be the case with my system lol)

This makes sense I think, FPS should drop at higher settings unless cpu is maxed out at lower settings...correct?
