How to make users browse pages without downloading anything

i need to make limit for downloading speed on my network

and other way to let them can browse pages but can't download anything.

if you go into internet options, security tab, custom level, you can disable file downloading.

as for setting your nic speed, you could set it for 10mbps full or half duplex, or 100mbps full or half duplex. you can find that in device manager, advanced tab, link speed & duplex. in the value drop down menu, you can select what you want.

i put this service on my cafe and need client to can browse pages without download.

is there any program let me to do this ?
