How to recover photos after windows failure

My power went out yesterday and caused windows to fail. I tried to restore with my windows xp cd and it couldn't do it-said it was damaged. I was able to reinstall and now it's working but everything is erased from my computer. Every program and picture is gone. I had most of my photos saved to DVD but had gotten lazy and hadn't saved the last 6 months and my Disney pictures were on there. I see programs online where I can recover them but I have to buy their software in order to do that. I ran a scan and it does find them so they are there somewhere. Is there anyway I can find them myself or recover them without paying for the software? Please help-this was my childs first Disney trip pictures!!

 

I tried the PC Tools one and it didn't find them. Is my only option going to be buying one of the programs that sells for $30 and up?

 

Thanks-I ran this yesterday and it found a lot of them but when I wanted to save them it then told me I had to purchase it.
