How To Regain Full Permission/control Of All Files Folders Etc ?

I also was wondering if you could help me regain full permission control to my external hard drives . Some of the files and folders have been locked by Unknown Account (S-1-5-21-xxxxx-xxxxx-xxxxxx-xxxx-1000 Ive attached a screenshot of the security tab on a file i would like to delete , but the permission is locked by some unknown account(s) Do you know how I can delete this account and get right of it and the sid/orphan files and regain full access to all my files, folders, subfolders, etc ? ? Also, even though I unchecked and disable Internet explorer in my control panel, I still get remnants of Internet explorer files when I run Ccleaner. And some of the malware found when I scan RK & malwarebytes, shows traces linking back to Internet Explorer.
