How to uninstall Windows XP

I am trying to uninstall Windows XP Pro so I can format the computer and start all over. Windows XP is not listed in the add/remove programs list - in fact I cannot find it listed anywhere. However, there are three programs listed that I cannot get rid of. Home Search Assistant, Search Extender and Shopping Wizard. I am deleted my son's account, mine is still on there, as is Internet Explorer and Outlook Express. I want to format because Norton quit working properly, I have this thing called about:blank that overrides everything I try to do on the internet and my computer generally is not behaving. Help.
