This hp desktop d530 CMT won't boot, upon powering up it will only show the HP welcome screen, if I immediately press either F10 or F12 to try to get into the boot menu or setup, all I would get is a black screen with a cursor blinking, also the 2 optical drives shows the the green light but their drawers are not opening, any ideas please?

Could be short on power, I suppose. How is the power supply unit?
Have you checked that all cables and connections are tight? RAM and cards also.
Have you done anything to it recently?
I take it you get a successful POST beep on booting?
Try disconnecting all peripherals you don't need to boot (optical drives, printer, etc), and re-try. If that works, could be lack of power.
What RAM do you have? If more than one stick, try removing all but one.
    Are the fans spinning?
