HP Probook 4530s - Active Window Flashing

I've got an HP Probook 4530s with Windows 7 Home Premium 64bit that flashes the active window (from blue to white) every 3 seconds, preventing you from typing anything in a window. It happens in every window or dialog box.

Task manager/running processes shows "Restart.exe" appearing and disappearing from the list every 2-3 seconds. "RTWLan.exe" also appears, but every 5 seconds or so.

I updated the following drivers directly from the HP site:
Wireless
Audio
Video
Audio
Touchpad

No luck. Same result. She's had no issues with her internet/wireless card.

Virus scan comes back clean as a whistle, and the PC seems to be in great health other than this problem.

I've looked in the event logs, nothing out of the ordinary shows.
Device manager shows no issues, all drivers working properly.

The original problem the user was having was audio buzzing while playing music and the keyboard activing up while she was typing. I did some research and removed HP Power Assistant and reinstalled, only to find that the same version was already running on the machine. Audio issue appears fixed, along with the keyboard issue, but this flashing window issue is extremely annoying. She says it goes away sometime after a few reboots.

I've already checked out the Ease of Access options and they all check out ok.

Any research I've done shows no solution. It seems to be an issue that popped up after she reformatted last summer. Rather than reformatting again, are there any other suggestions? I didn't have the time to diagnose by disabling startup processes and services one by one.
