I will do my best to explain my issue s concisely as possible. I have a piece of software called InstantWP it has a version of WordPress that runs on your any Windows machine so Ican learn, test and develop WordPress websites locally on my machine(s) It relies on PHP, Apache and MySQL as well as WordPress all of these run on a Linux Virtual Server. My problem is not with portable app itself rather the way it interacts with my local host at http://127.0.0.1:10080 - After I launch the app "IWP" is goes through its Apr 1 minute startup routine and successfully launches its menu. were I can do various things such as access its default Word Press Panel check PHP functionality and Version etc . The issue I am experiencing somewhat intermittently (9 out of 10 launches ) is when the app tries to connect to the address of http://127.0.0.1 it results in a FIREFOX=
Unable to connect Firefox can’t establish a connection to the server at 127.0.0.1:10080. EDGE
Hmmm...can’t reach this page Try this Make sure you’ve got the right web address: http://127.0.0.1:10080, CHROME This site can’t be reached 127.0.0.1 refused to connect.and finally the useful data derived from outdated IE invoking MS Network Diagnostics drilled down is
The remote device or resource won't accept the connection
    Detected -
The device or resource (127.0.0.1) is not set up to accept connections on port "10080".
this likely the most telling info I have, that there is an issue with 127.0.0.1 local loop back IP accepting connections I have ruled out every other potential culprit through 30 hours troubleshooting and research
Any Guru's out there that can point me to a fix I am making a presumption that there is a to configure 127.0.0.1 on to accept connections on port "10080" or even simply on 127.0.0.1 a Chrome indicates 127.0.0.1 refused to connect leaving me to surmise that obviously if the app can not communicate with 27.0.0.1 it can never reach port 80 ? Note I can successfully ping 127.0.0.1 and get a good response. Any help would be greatly appreciated - trying to finalize workflow for my WP development workflow Thanks

Try allowing it in the Windows firewall, even though it is local.
