Hulk Can't Smash

I'm new here, so if I posted this in the wrong forum, please let me know and I'll move it.

This post is in reference to the Hulk Smash RC Car that came out a few years ago as merchandise for the new Avengers movie. Very cool RC. Hulk is sitting in it, with both arms out of the car. As he rides around, he speaks and rotates his arms in a full circle, hitting the ground. This circular arms function makes it almost impossible for the RC to get stuck anywhere.

Anyway, my problem is that Hulk's arms have stopped doing the circular motion. There just up in the air.

Does anyone know how to fix this? I know nothing about fixing an RC car, so please explain like you're talking to a 4 year old.
