Hyperlinks Stopped Working In Outlook 2013

Win 10 Pro, Outlook 2013 Pro 32-bit. All hell broke loose when I changed Firefox from 32 to 64 bit.
Click on an email address or hyperlink in Outlook and get "your organization's policies are preventing us from completing this action for you. For more info please contact your help desk".
Well that's me and no policies have changed. Put Firefox back to 32-bit didn't help.
Microsoft's Fixit for this problem does not apply to Win10.
I checked the registry settings as per: https://blog.techygeekshome.info/2016/10/outlook-2016-fix-cannot-open-links/ and they are set to FirefoxHTML (I tried htmlfile but it made no difference).
Reinstalled Office 2013 Pro from scratch, didn't help. Last 4 restore points won't load....
Any ideas appreciated!

Make sure that the value of the String (Default) is "htmlfile". If it's not "htmlfile", right-click (Default), select Modify, input htmlfile in the Value data box, and then select OK.

Still not working. I set Internet Explorer to default browser, rebooted, checked the reg keys:
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Classes\htmlfile\shell\open\command has htmlfile for the Default value and also in
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Classes\.html
Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Classes\.htm
