I know, I'm a dumb ass. I didn't research well enough so I didn't know memtest can't simply be erased by formatting the drive. And I didn't think much about it when it popped up.

Could this have messed anything up? I am unsure if my DPC latency issues are related at all. However, with my old stable overclock, I started getting BSODs randomly after the update, so I think that could be related. Unless maybe updating your BIOS could make overclocks become unstable?

Set your bios back to defaults and test again.

Then you will know if the OC is causing the problem, or something else is!
