I am soooo stuck....please help?

I have a bit of an awkward issue. I'll try and explain it as simply as possible. Here goes:

A few weeks ago my brothers pc was badly infected with some kind of virus. So I asked for help in a similar forum to this. I ran through all the tests and logs ie. HiJack This, ComboFix, Spybot, BitDefender & Kaspersky online scanners, PC Pitstop etc. which fixed all the problems. As the PC didn't have the Windows recovery console installed, the helper advised me to install it, which I did. There were quite a few problems to do this including performing 4 Windows repair installs to get to where I am now. The pc still has some Windows and IE issues which I was waiting to hear back from the helper about, but for the past few days the sites server has been unavailable and my brother is desperately needing his pc back (he is completely deaf and relies on it for everything). Could someone please help me with the last few stages of this problem, it would be very much appreciated.

The Windows issue is:

The same update keeps appearing in the notification area and I've already installed it more than 10 times. The update is -

Security Update for Microsoft XML Core Services 4.0 Service Pack 2 (KB936181)

The IE issue is:

When I use the PC Pitstop site and run the test suite, it gets a short way into it when a warning message box appears saying Runtime error and then I click ok and the browser closes. The error is -

Microsoft Visual C ++ Runtime Library

Runtime Error!

Program: C:\Program Files\Internet Explorer\iexplore.exe

This application has requested the Runtime to terminate it in an unusual way. Please contact the application's support team for more information.
