What Windows version are you using as well as the service pack level its at?

If XP I would try running SFC, from a command prompt (CMD) type sfc /scannow and hit enter and see if that fixes the issue.


Also non Windows specific, open Services list up and look for Software Licencing service if listed and if its not Started then start it and set its startup type to automatic.

Have you also checked your PC for malware? a good guide here for applications to use and if any malware is listed in the scans then start a new thread in our malware forum area and attach the logs requested.
