I cannot change my theme

I used to could, but no I cannot
I do not know why
I understand that some app. have expired but I cannot even get themes from here to work
I don't get anything saying it won't work. . it just doesn't
what could it be?

ok,
of all the themes I have it only changes the background
so I go here http://www.themexp.org/index.php and get a new one
I let it go where it is supposed to
an the icons don't change nor the start bar
why?

are you using a skinning app like Stardock Windowblinds or did you use a patched uxtheme.dll file in XP?

if its the latter then what version of XP do you have and a version number is needed... if you have loaded SP2 then the updated uxtheme.dll will be needed.... eg. Windows XP SP2 = 2180 uxtheme.dll patched file
